With Episode Revenant, you can craft the Prophet of Doom at the Enclave, provided you've unlocked its Deepsight pattern by extracting five patterns from Deepsight versions of the weapon.

To access the Deepsight Pattern of the Garden of Salvation Weapons, players must engage with Clan Vendor, Suraya Hawthorne at the Tower, and embark on the “Deepsight Signal” quest.
